Why the Brainy Samaritan Fund?

Large institutions contain enormous amounts of practical knowledge.

A nurse may notice an unnecessary administrative step.

A teacher may see a better way to organise a process.

A frontline public servant may recognise a recurring problem long before it appears in a strategy document.

A citizen interacting with a government service may see a simple improvement from an entirely different angle.

Yet having a good idea does not necessarily mean there is a clear pathway for that idea to travel.

The Brainy Samaritan Fund asks whether New Zealand could create a structured channel through which practical system-improvement ideas may be submitted, examined, tested and recognised.

Good ideas should be judged by their usefulness, not merely by where they came from.

The purpose is not to reward suggestion-box volume.

Nor is every submitted idea expected to be adopted.

The architecture instead seeks to create a disciplined pathway:

Where an idea produces genuine and measurable public benefit, appropriate recognition or reward could follow.

Not every contribution requires a financial payment.

Protecting the System
