Fulmen Amethystinum is the government and institutional systems origination division of Onyx Horizon Systems.

It identifies public and institutional problems, develops early system and project architectures, documents the underlying concept and places appropriate proposals before institutions capable of evaluating, developing or delivering them.

Its role is not to pretend that one company possesses every discipline required to build complex public infrastructure.

Its role is to originate clearly enough that the right people may examine what comes next.
